A hydra is technically a multi-headed dragon, except what makes Orochi not a dragon is that one, Orochi in Japanese mythology is more described as a serpent but looks like a dragon in scroll work, and his body in the game is an earthen base rather than a living base. Therefore, it is possible that Orochi could be both described as a dragon and a serpent.
