They are completely focused on protecting their own people (which is the first priority of a state, quote from important philosopher which name I forgot), with not much considerations to the colleteral damage. How exactly does what Burns said contradict what Bush said? Burns is just a better speaker than Bush, and more intelligent at that, and can word what the US was trying to do at that point better.
