VP Chaney & Bush knew if they didnt let libby off the hook he might spill the beans on all there crimes or black mail them on information he has about 9/11. Of corse Bush let him go To save his own BUTT! They knew he may have to answer questions about wire tapping and Misapropreated money. Thats why Bush didnt even wait for an apeal. Or do prosses. Libby will get a Parden. Every one knows how Bush Chaney work.

The commutation gives Libby a 5th Ammendment out from testifying in any civil action and keeps the Pardon as leverage over Libby. It is the best way to insure Libby's continued silence. W is not protecting Libby so much as he is protecting wrongdoers in his administration.
